Maurer algorithm — medical cover
Work out the medical-response resources an event requires under the Maurer algorithm (Annex A2, State-Regions Agreement 91/2014). It covers medical cover only: it does not replace the licensing or fire-safety assessment.
Maximum number of people allowed (from licensed capacity or free area × 2 people/sqm).
Estimate from tickets sold or comparable past events.
Number of dignitaries present or expected (10 points per 5).
Only if the authorities foresee a risk of violence or disorder (+10 points).

Minimum notice to the 118 control room: 15 days before the event.
